NOAA extracts mean sea level data from observations of the tide. The mean sea level at any time is the sum of changes in the elevation of the land, and changes in the amount and temperature of sea water. Short-term effects of wind waves, tides, seismic sea waves, barometric pressure, storm winds, etc. are filtered out.
